Affordable housing assistance, rental support, and resident resources for income-qualified individuals and families across Maricopa County.

Housing Choice Vouchers

Section 8 rental assistance vouchers help income-qualified families rent from approved private landlords in the community.

  • Rent from a private landlord of your choice
  • MVHA pays a portion of rent directly to the landlord
  • Must meet income and household size limits
  • Landlords must pass HQS inspection

Public Housing Units

Affordable rental units owned and maintained by MVHA, available to eligible low-income individuals and families.

  • Units owned and maintained by MVHA
  • Rent based on 30% of adjusted household income
  • Utilities may be included depending on unit
  • Accessible units available for residents with disabilities

Waitlist & Applications

Learn how to apply for housing assistance, check waitlist status, and submit required documentation through our portal.

  • Applications accepted when waitlist is open
  • Online and paper applications available
  • Documentation required: income, ID, household composition
  • Applicants notified by mail when position is reached

Rental Assistance Programs

Emergency rental assistance, utility support, and short-term stabilization resources for residents at risk of housing instability.

  • Short-term emergency funds for rent arrears
  • Utility assistance to prevent shut-offs

  • Funds subject to availability and eligibility

Senior & Disabled Housing

Dedicated affordable units and supportive services for elderly residents and individuals living with disabilities.

  • Dedicated units in accessible buildings
  • Priority placement for qualifying seniors (62+)
  • ADA-compliant units with grab bars and wider doorways
  • On-site supportive services at select properties

Fair Housing & Tenant Rights

Information on your rights as a tenant, fair housing protections, and how to file a complaint if you experience discrimination.

Eligibility

Who qualifies for MVHA programs?

Most programs are available to households whose income falls at or below 80% of the Area Median Income (AMI) for Maricopa County, as published annually by HUD.

  • U.S. citizens and eligible non-citizens
  • Income at or below program limits (50–80% AMI)
  • Pass criminal background screening (per program)
  • Current and verifiable Arizona residency
